Czech unemployment rose to 5.1 percent in January, up from 4.3 percent a year earlier, according to figures released by the Czech Labour Office on Monday.

At first glance, that looks like bad news. But experts say the rise is being driven less by a weakening economy and more by changes to unemployment benefits that took effect this year changes that are already influencing how people behave on the job market.
