Job Title: Finance and HR Specialist

Location: Prague, Czechia

Type: Full Time (40 hours per week)

Job Overview:

The Finance and HR Specialist will be responsible for financial oversight of the Prague office and make sure it is compliant with NC State reporting. The specialist will work with the Center Director on the creation of quarterly operating budget and with NC State Business Officer on a yearly report and also will be responsible for the day-to-day office expenditures. The Finance and HR Specialist will also serve as a liaison between the local accounting company and NC State Human Resources manager to handle HR contracts and payroll.

About NC State European Center in Prague (NC State Prague):

The NC State European Center in Prague is NC State’s only permanent international facility and welcomes students from all academic disciplines from across the University. Approximately 200 NC State students study abroad at NC State Prague every year, with programs offered during the fall, spring, or summer semesters. Students are taught by Czech faculty that are credentialed by the home department in Raleigh, NC. The NC State Prague team consists of professional staff in both Raleigh, USA and Prague, in addition to the 15-20 part-time instructors.

I.  Comprehensive knowledge of accounting and budgeting

The primary responsibility of this position is to keep accurate records of office and overall expenditures locally as well as from the NC State financial reporting system. You will:

●     Develop, reconcile and project all expenses and revenues for the annual budget and perform a monthly reconciliation against actual financial results

●     Track expenses and revenues vs. budget, analyze differences and prepare budget forecast

●     Prepare standard operating reports

●     Will work with Czech accounting company to reconcile NC State’s accounting the Czech taxation system


II.  Payroll and Taxes

●     Serve as liaison with local accounting company to handle employment matters

●     Gather employee documentation related to holidays, sick leave, additional compensation, and benefits used

●     Compile working hour reports for staff and instructors

●     Process DPP and DPČ special tax

●     Calculate and report social security and health insurance to accounting company

●     Gather and report tax-related information to accounting company

III.   Human Resources

●     Draft Czech and NC State contracts for new employees and instructors

●     Gather documents and complete reporting requirements for special circumstances, including illness, maternal/parental leave, or DPP

●     Facilitate reports for health insurance and social security for staff and instructors - new and/or terminated employees

●     Update contracts near the end of each term and facilitate signing process in collaboration with Director

●     Provide all fully executed contracts to NC State and keep accurate records onsite


Required Skills:

●     Two-years previous accounting/HR experience

●     Excellent interpersonal, written, and communication skills

●     Knowledge of Czech taxation system

●     Knowledge of Czech HR practices in terms of knowledge about DPP, DPC, and working contracts

●     Fluency in English and Czech

●     Knowledge of and experience with the US higher education system

●     A high level of proficiency in computer software, specifically Excel and, in particular Google Suite (Docs, Sheets, Forms, Slides, and Sites)

●     Strong time management skills, organizational skills, and attention to detail

Required Qualifications:

●     Bachelor's degree and/or its equivalent required

Preferred Qualifications:

●     Master’s degree in Finances and/or HR

●     Knowledge and general proficiency in accounting systems

Work Conditions:

●     Ability to travel to Raleigh, NC and internationally on occasion.

●     Flexibility in terms of working hours. Weekend and evening work is sometimes required.

●     Enthusiasm to work with American university students

●     Willingness to wear different hats and pitch in to help with NC State programs

●     Must be able to lawfully accept employment in Czechia at the time that an offer of employment is extended
